Decision authority — they can bind or recommend the placement, or they’re one of the two people who do. Active timeline — a renewal date or an evaluation underway in the next 90 days. Anything short of all three doesn’t reach your producer’s calendar. Most agencies count anyone who requested a quote as a “lead.” We don’t.
